Expanding Opportunities for Workers with Disabilities

Priority #4: Improve Vocational Rehabilitation Services

Vocational rehabilitation services help people with disabilities prepare for, achieve and retain employment.

There are several interconnected vocational rehabilitation systems serving Maine residents:

  • Twenty-two Career Centers provide job supports for all Mainers, including those with disabilities.
  • Maine's Bureau of Rehabilitation Services provides training and job help for people with more severe disabilities.
  • And, the Department of Health and Human Services offers rehabilitation services for specific groups, such as people with developmental disabilities and people with mental illness.

Who's Involved

There are many key partners working together on this priority area:

  • The Commission on Disability and Employment and the Maine Jobs Council are developing a supportive policy context for change.
  • The Department of Labor — specifically, the Bureau of Employment Services and the Bureau of Rehabilitative Services — oversees most services for people with disabilities and has committed to making improvements.

The CHOICES CEO project is continuing to provide research support to these partners, particularly in response to issues raised by the 2006 needs assessment. We are also working collaboratively with other advocacy groups, such as the State Rehabilitation Council, on supported employment issues.

Current Activities

  • Conduct further inquiry into issues identified by the 2006 Comprehensive Needs Assessment so as to better understand the nature of the problems experienced by applicants to, and recipients of, vocational rehabilitation services.
  • Continue to develop and improve the Maine Resources for Employment and Disability (RED) List by collecting answers from a survey sent to providers and creating a searchable web format for the List. The RED List will be useful to help people with disabilities identify the best service provider for their needs. Go here for the current version.
  • Develop a chartbook about the employment supports provided to Mainers with disabilities. A chartbook is a document that explains complex issues with plain language, graphs and other visuals. The chartbook will be helpful to those who want to better understand the complex vocational rehabilitation system and seek ways to improve it.
  • Partnering with the Department of Heath and Human Services to improve Employment Opportunities for People with Developmental Disabilities. More information on these efforts is available in a new web site here. Also, a report related to this effort is available in MS Word and PDF formats.
  • Research ways other states have successfully delivered services and resolved similar problems.
  • Service improvements — such as implementing changes to the Ticket to Work program and fostering coordination of the benefits planning system — are initiated by state agencies and other service providers working together.

Goals

  • Service systems other than vocational rehabilitation are helping more people with disabilities.
  • People spend less time waiting to receive vocational rehabilitation services.
  • There is a better understanding of actual employment outcomes for people with disabilities in all employment support service systems.
  • Hours worked by, and wages paid to, Maine residents with disabilities are increased.

What Other States and National Groups Are Doing

National

The National Coalition of Health Systems Development has a library of helpful resource materials, including many on vocational rehabilitation and related employment support services.

Vermont

The Vermont Work Incentives Initiative is a partnership of VocRehabVermont and the Vermont MIG (a Medicaid Infrastructure Grant recipient like Maine's CHOICES CEO project). VocRehabVermont, the state's vocational rehabilitation agency, is known throughout the nation for its excellent service and innovative programs. The site includes specific portals for employers and job seekers, data about disability and services in the state, and an effective annual report.

Recent News

Maine Division of Vocational Rehabilitation Evaluates Support of Educational Services

CHOICES CEO staff helped Maine's Division of Vocational Rehabilitation to analyze the support it provides for individuals with disabilities that it serves, particularly in relation to vocational outcomes. One statement of the findings:

"It is clear from these results that the substantial investment by clients and the DVR agency in postsecondary education does pay off in the form of better jobs and better pay, but that payoff is confined primarily to those who are able to complete a degree. Unfortunately, degree completers represent only a small fraction (18%) of all DVR participants who use postsecondary services."

A new web resource has been created to allow the sharing of a variety of Sheltered Workshop Conversion resources that can inform and help current efforts work in Maine. Included on this page are resources brough back from a recent Vermont Institute by a Maine team.

CHOICES CEO Employment Services Provider Directory

The CHOICES CEO project is working on a directory of service providers and agencies, the Maine Resources for Employment and Disability (RED) List, as part of its overall goal of increasing employment for people with disabilities. This directory is intended as a resource guide that offers timely and accurate information to people with disabilities, family members, agencies, and employers. The first edition (an Excel document) includes a listing of service providers and contact information collected from state agencies, local organizations, and web research. Future editions may include more specific service descriptions, testimonials, search options, and other elements designed to help users find the best provider for their needs. Supported Employment Fidelity Evaluation in Maine's Mental Health Services System

The CHOICES CEO project entered into a collaborative effort in 2007 with Maine's Office of Adult Mental Health Services to provide financial and technical support for a supported employment fidelity evaluation to measure how well service providers in Maine have implemented proven practices. Highlights

Comprehensive Statewide Needs Assessment

The Comprehensive Statewide Needs Assessment report was completed in 2006 with assistance from the CHOICES CEO project. It is a systems-level needs assessment that looks at Maine's general vocational rehabilitation program. It explains the vocational rehabilitation process and offers charts and narrative on topics such as the number of people using services, waiting times, and outcome and satisfaction findings. Plans are underway to repeat the Needs Assessment in early 2009
